Representation:

Any deficiencies in infrastructure which stops Whitehill & Bordon becoming a self contained settlement will put additional pressure on existing infrastructure, services and facilities in Waverley. We therefore request that through the Duty to Cooperate East Hampshire District Council works with Waverley Borough Council and its partners to ensure that the required provision is met within Whitehill & Bordon.

As a provider of public services the CC acknowledges that the infrastructure plan will require continous updating. However, as Highways Authority the CC considers that it is unclear where the transport infrastructure proposals set out in Appendix 2 have come from. There needs to be a clear link from the Transport Assessment for East Hampshire evidence base and the suggested projects identified.

However, as Education Authority the CC notes that the details for infrastructure requirements in Whitehill & Botrdon do not accurately reflect the likely infrastructure costs and requirements for education facilities.

Appendix 2 states that foul water sewerage treatment and water recycling from sewerage will be provided by Thames Water. However, the requirements for waste water treatment cannot be determined and delivery confirmed until the issues of the delivery and capacity to serve new development are better understood. Further details of the proposed developments would be required before the costs and method of delivery of sewage treatment and water recycling could be determined.
